Pursuant to the Philippine Local Government Code of 1991, the Local Government of Sibale Island should function and exercise their power in conformity with law. They are created not just a political subdivision of our national government, but they are also representing the people of Sibale, and they should not misuse or abuse their power. They are elected by the people and for the people to, first and foremost, ensure and support among other things the preservation and enrichment of our culture such as traditions, beliefs, customs, practices, values and other ways of life of Sibalehons. Culture is necessary for a healthy society. Sibalenhons are people rich in culture. With the support of our Local Government, we can preserve and further improve our unique culture in the field of arts, music, literature, livelihood and other related activities. Our unique identity lies on our unique culture. This is one of our vast wealth we can inherit to our children from present young generation to the next generations to come. The preservation and enrichment of our culture can only be achieved if our Local Government would change their mind set and focus on developmental programs by providing proper training or education to its constituents especially to our young people, and stop foolish politics and absurdity.

The above subject is just one of the enumerated basic services of our Local Government they are obliged to do so. It encompasses the agricultural support services which include planting materials distribution system and operation of farm produce collection and buying stations which falls under the jurisdiction of our Barangays; and for our Municipality, extension and on-site research services and facilities related to agriculture and fishery activities which include dispersal of livestock and poultry, fingerlings, and other seeding materials for aquaculture; palay, corn, and vegetable seed farms; medicinal plant gardens; fruit tree, coconut, and other kinds of seedling nurseries; demonstration farms; quality control of copra and improvement and development of local distribution channels, preferably through cooperatives; inter-Barangay irrigation system; water and soil resource utilization and conservation projects; and enforcement of fishery laws in municipal waters including the conservation of mangroves.

Thus, by way of being true and so dedicated to their solemn oath of duty, it is not far that the vision of our incumbent government can be achieved and fulfilled soon before 2023.

Now, therefore, I declare prosperity for the people of Sibale. The Lord promises a full and plentiful year, overflowing with a bountiful harvest and with His goodness for year 2008 onward! However, we have to believe God and do our part. God has a plan for us in every season of life. He will place that plan or vision in our heart like a seed, and then it is up to us to cause it to grow and come to pass.
