The Mayor having seen the magnitude of the destruction; damage to crops, livestocks, coconut trees, houses and other properties wanted that the municipality be declared in state of calamity on the very same day of Monday, the regular session day. But unfortunately, such immediate declaration of calamity was not possible because of the absence of qourum. Only Vice-Mayor Pepe Ferriol and 3 SB Members were present: Jasmine Familaran, Rey Feudo and Diosing Atillano.

The Mayor has to convene the Municipal Devt. Council(composed of all Brgy. Captains,SB Rep, Cong. Rep and sectoral representives)for an emergency meeting on Tuesday but it was reset on Wednesday because the Mayor has to wait for the arrival of the other members(Brgy. Captains) who were stranded in Mindoro. The very purpose of the meeting is for the MDC to decide on the funding requirements of P50,000.00 (to be taken from the IRA increase for 2008) for the purchase of NFA-rice for the proposed 'Bigasang Bayan'. The meeting went smoothly as the MDC approved the funding for Bigasang Bayan.

As the MDC approved the budget for Bigasang Bayan, the Mayor gathered the Members of the Local Finance Committee composed of: Budget Department-Bob Fanoga Jr., Mun.Planning Devt.Officer(MPDO)-Noemi Ferriol, Treasurer Dept.-OIC-Treas.Melca Abainza and Accounting Dept.-OIC-Mun. Acct. Antonieto Atillano. The Committee led by Bob Fanoga jr. drafted the Project Proposal for Bigasang Bayan, submitted it to the Mayor for review and refinements and approval. The Mayor then informed the Municipal Council that a special session be held for the swift passage of the Resolution approving the Bigasang Bayan and of the declaration of state of calamity. The special session was held on Thursday, with the Bigasang Bayan was approved. The next day of Friday, the first batch of 20 sacks of rice sourced out from NFA-Pinamalayan warehouse arrived. As expected, the 20 sacks were immediately consumed, but because Pinamalayan is very near to us, subsequent purchases were regularly made. The Mun.Social Welfare Devt. Officer Grace Fabella was tasked to handle/sell it, while the Treasurer's Office take charge of the financial matters. As a result, the people of Sibale were now spared and partially relieved from the high cost of commercial rice...Looking back, the availability of NFA-rice sourced from Pinamalayan was thru the help of DA Usec Bernie G. Fondevilla, he is the friend of the Mayor of Sibale. NFA was an attached agency under the DA, he requested NFA Adm. Jesus Navarro to allow Sibale to sourced out NFA-rice from Pinamalayan. Last year, Usec Bernie gave 45 pieces of 5hp robin engines which are now being used by our local fishermen. Usec Bernie facilitated the release of Php2.5M for Masudsud-Banilad-Bakhawan Farm to Market Road. The project is scheduled to start next week!

Within the same week(Friday) the Report of Damages was completed! On June 30(Monday), Cong. Madrona and Usec Bernie informed us that on July 1, all the Romblon Mayors shall meet at San Fernando, Romblon where the sunken vessel of M/V Princess of the Stars is located. Pres. GMA, Sec. Yap and Sen. Roxas were also there. The Mayor bringing the Reports of Damages with him left Sibale(8pm wd Enteng Fadri) aboard M/T Titano, a fuel tanker that regularly make port of call at Port of Concepcion in delivering diesel fuel for NAPOCOR genset in Sibale. The tanker was bound for San Jose now named Isla de Carabao, but the Captain of the tanker whisked us at Looc Bay at around 5am and we were fetched by the Bantay Dagat boat of Mayor Juliet Fiel. We had breakfast at her residence, then we proceeded to Alcantara where Mayor Ramie Galicia awaits us in his office.

After a while, we drove thru Bakhawan, San Agustin. Along the way, the portion of national roads from Sta. Maria up to Bakhawan were severely damaged by Tyhpoon Frank. In Bakwahan, we have an exchange of stories with Cong. Madrona, then we boarded(11am) his yacht(Karl Lance), it was almost 1 1/2 hour ride to Sibuyan,...San Fernando, the ground zero for M/V Princess of the Stars. By 4pm, Pres. GMA and party arrived and attended Mass for the victims of the tragedy. Then, all the Mayors around handed down their respective Reports of Damages to d Staff of NDCC who came along way with GMA...All the Mayors left Sibuyan aboard huey helicopter to Tugdan Airport..We had a briefing/meeting at Tugdan Airport, present were: Cong. Madrona, Gov Jojo Beltran, Sec. Art Yap, Usec Bernie, RD Louie Palmera of PNP Region-4B, Gen. Bangit of Solcom, Lt. Col Amat of Mindoro Army Brigade..to be continued....

Typhoon Frank LGU Story-1

In reaction to Merwin Mosquera's comment about Typhoon Frank that hit Sibale: He expects us to submit Report of Damages in the internet, as if Sibale has an access in the internet. The local govt. did submit the Report of Damages not in the internet, but to the concerned government agencies: the National Disaster Coord. Agency(NDCC), to the Provincial DSWDO, to the Red Cross, to the Dept. of Agriculture and even to the City of Makati(our sister municipality/city c/o d late Mayor Pros Fabregas).

The figure P5.2M was actually the estimate of damages the Office of Mun.Agri.(Mrs. Nelia Yap-09059711272) and d Mun.Social Welfare and Devt. Office(Mrs. Grace Fedelicio-Fabella:(09154112540) has collatted from the 9 barangays. For the information of our kababayans, every Brgy. Kagawads has each own assigned sitio for them to take care of. The recent Typhoon Frank proved their usefulness! Thru the efforts of all Brgy. Kagawads and because of their systematic approach in gathering data from the fields, the municipal govt. was able to compile and prepare Reports of Damages and timely submitted it to the above-memtioned givernment agencies.

Further info, at that time Typh Frank hit Sibale(starting Fri.pm to Sat.evening) only 2 Brgy. Captains were at Sibale, the rest were out of d island. Same also with some SB Members, they were out of Sibale when Typhoon Frank whipped Sibale. The following Sunday morning, even when the wind has not yet fully weakened, the Mayor mobilized a Team to conduct ocular inspection around the island. The Mayor was with the Team that includes: Vice-Mayor Pepe Ferriol, SB Members: Rey Feudo, Jazz Familaran and Diosing Atillano, Mun. Officials; Budget Officer Bob Fanoga, Secretary to the Mayor Poping Famarin, Leo Daniel(ninio)Faigmani, the Members of PNP: Deputy Chief of Police Villardo Fruelda Jr, P01 Allan Fesalbon, P02 Danny Cabatay, P01 Lemuel Familaran and other PNP Members, from Concepcion National High Scool; Teacher Felixberto Famarin Jr and Andy Familaran, from the private sector: Alger Fesalbon, etc. From the Municipal Building, the Team armed with handsaws, axes and boloes(in anticipation of fallen trees along d roads) by motorcade proceeded to San Vicente. There, the Mayor went straight to the Barangay Hall and gave instructions to some brgy. officials to expedite the gathering of data from their respective sitios......Then to Dalajican, a very big fallen tree blocked the road that made it impassable to motorcycle,..the Team in clockwork precision, using their tools removed the obstruction, and in just a little over 45 minutes, the road was cleared! We went to d Brgy. Hall, summoned the brgy. officials and instructed them about the Reports Of Damages....To Brgy. Masadya: d Team met the brgy. officials(Kagawads:Erlindo Fanoga jr., Jesse Ferrera, Peregrino Fornal jr.)and Rodel Abao, etc. at d junction where a big trunk of mango tree blocked d roadway. It took us more than 1 hour to remove d obstruction! The Team took their lunch at the res. of Roderick Gabutero and P01 Lemuel Familaran...The Team then proceeded to Masudsud, no obstruction along the road.....Thus, by midday, the road section from Poblacion-San Vicente-Dalajican-Masadya and Masudsud were cleared of and made it passable to motorcyles..The Mayor reminded the Brgy. Officials of Masadya and Masudsud about their Reports!

On the other side of Sibale: Brgy. Captain Jay Falculan led his brgy. kagawads in clearing the road from Poblacion to Masudsud via Hamtik and Bato, the road from Poblacion-National High School to San Pedro....In San Pedro, brgy kagawads: Virgilio Atillano, Orly Salvaloza, Joel Fortis and others did their share in clearing the roadways of their brgy...In Calabasahan, Brgy. Captain Rico Fabellon led his team of brgy. kagawads and other volunteers in removing fallen coconut trees that blocked the roads...In Sampong and Bakhawan, there were no obstructions that were reported on their roads.....In the afternoon, from Poblacion the Mayor visited San Pedro, Calabasahan, Sampong and Bakhawan...insructed the brgy.officials about their Report of Damages..By the end of the day, the entire circumferential road of the island was made passable....what was left impasssable was the Poblacion-Bakhawan Provincial Road...an assigned maintenance employed by the provincial government were taking care of that road!

On the next day of Monday, the Mayor assembled all the Munucipal officials an employees at 3rd Floor and gave briefing of what happened during Typhoon Frank and also listen to the stories/inputs from among the officials and employees. The Mayor told them, that at the height of Typhoon Frank constant communication with Gov. Jojo Beltran, Cong. Budoy Madrona, Ms. June Recon of Prov-SWDO were made updating them of what is going on in Sibale, but d communiction went off bec. the cellsite lost its signal, thus the island was now isolated....by big waves and lost cellphone signal!.to be continued.....

Sa uya pa’t nakakasador, basi sa balitang ging pahupot sa Sanrokan Magazine it Kusong Sibalenhon, Inc. (KSI), ingwat kutob nak ka nasirang mga paninanum ag imprastruktura sa bug-os nak isla’t Sibale it kaling nagrayan nak bagyo ay baleng umabot sa halagang P5.2 milyon!

Nakakaluoy bagang isipon ag nakakahapros sa huna-huna nak masaduran kaling mabuyong nak balita sa ato banwa. Waya kita’t ka ayam ayam nak ka Sibale yaki gihapon ay ging bado it kaling nagrayang bagyong Frank, ag maramong napinsalang mga bayay ag mga paninanum it ato mga hinigumang tawo’t Sibale. Basaha yang kaling ging pahupot nak report it KSI, pinduta yang kali!

Samantalang halos kaming rahali sa mayadong lugar ay tutok sa pagpapanimati it balita sa nag-yugrang nak bapor it Sulpicio Lines. Uya kita ka sadur sadur nak ka Sibale ay ing-ragukan ag ing-banukan gihapon it bagyong Frank!

Waya manyamang, usa man halin sa ato, sa nak raan it nag malasakit para magpahupot it balita riling website it Sibale! Uya manyamang it opisyales it ato banwa na nag-pasadur sa ato mga kaig-suunan nak rahali sa liwas it Sibale!
