Profile of Floserfino Fabroa Famarin

Excerpted from his Bio-data and resume’ by Jose F. Rafols Jr.

Flos as his friends called him was born the eldest son of six children to Mr. Nicolas F. Famarin and Mrs. Rizalina F. Fabroa on June 30, 1949 at Molo, San Vicente, Concepcion, Romblon. He took-up primary education at Concepcion Elementary School and finished fourth honor in Intermediate year in 1962. He pursued his secondary education at Eastern Mindoro Academy, Bongabon, Oriental Mindoro from 1962 to 1965 and graduated in fourth year high school at Sibale Academy being the pioneering graduates of 1965-1966 as class valedictorian. Among his extra curricular activities were 1966 Class President and 1966 President of the Student Government Organization. He was also a PMT Cadet Lieutenant and a member of the Sibale Academy delegates to the Romblon Private Schools Association (ROPRISA) literary contest at Odiongan, Romblon in February 1966.

After graduation in high school in 1966, he moved to Manila and enrolled at Feati University, Sta. Cruz, Manila taking-up Associate in Electrical Engineering, a two-year course. However, hardship is a part of the difficulties that forced him to stop schooling after first year in Feati University in 1967. With strong determination in his heart coupled with the promised to return home only when already a successful individual, he pursued finding a job as a janitor and messenger at the office of the late Architect Edmundo G. Lucero in Ermita, Manila just to continue studying. He again enrolled in 1968 taking up classes in the evening and finished the two-year course in May 1970.

The two year course for him is just a preparation to find a job and be able to continue studying because he was very much aware of the present state of his family’s hardship which he doubt continuing in college a remote possibility. First semester of 1971, he again enrolled taking up Bachelor of Science in Electrical Engineering in Feati University. Painstaking, sacrifices, motivation, determination and inspiration from his family he successfully graduated the baccalaureate degree in 1974 being the first Sibalenhon to complete a college degree thru self-supporting.

Graduating in college is just one step leading to the practice of his chosen profession. He took-up the Board Examination for Electrical Engineers in February 1976 and successfully passed the Associate Electrical Engineer title given by the Professional Regulation Commission and the Board of Electrical Engineering which was now converted to Registered Electrical Engineer by virtue of Republic Act No. 7920 known as the new Electrical Engineering Law of 1995. As a young Engineer he applied and was accepted as member of the prestigious professional organization of the Institute of Integrated Electrical Engineers of the Philippines, Incorporated (IIEE).

Upon graduation he was hired by Art Delta Electric Co., Makati city , Metro Manila as Electrical Designer, Estimator and Construction Supervisor in April 1974. He was in-charge in the design and other engineering works as well as estimating and planning of several residential, commercial and industrial establishments. In August 1977 he moved to International Representatives and Contractors Inc., (IRC) Legaspi Village, Makati City for advancement. His initial assignment was as a Project Engineer in-charge for power and telecommunication electrical installation works in the construction of UP College of Economics Complex Building, Diliman, Quezon City. Upon completion of the project he was assigned to Iriga City for the construction of NEA project for Camarines Sur III Electric Cooperative (CASURECO) in-charge of the construction of the 13.2/7.6 kV distribution overhead lines.

In December 1978 he was transferred to Butuan City to manage the construction project of the Agusan Del Norte Electric Cooperative (ANECO) and at the same time the completion of the project in Koronadal (Marvel), South Cotobato for the South Cotobato II Electric Cooperative (SOCOTECOII).

In February 1979, he resigned from IRC due to location is remote from his family back in Manila. As a free lancer he was hired by LWV Construction Corporation – Overseas Division as an estimator for the proposed project Riyadh International Airport in Riyadh, Saudi Arabia. FEAGLE Construction Corporation – Overseas Division also hired him to assist in the estimating job for the electrical installation works for the Sewage Treatment Plant, King Khalid Military City, Hafar Al-Batin and the Yanbu Industrial Support Facilities, in Yanbu both in Saudi Arabia.

In August 1979, he was employed by Engineering and Construction Corporation of Asia (ECCO-ASIA) assigned as Project Supervisor in-charge for substation, power and telecommunication electrical works in the construction of Reynolds Philippines Corporation, Aluminum Fabricating Plant project at Barrio San Agustin, Dasmarinas, Cavite.

In December 11, 1979 he was recruited by Industrial Personnel and Management Services, Inc., (IPAMS), Manila for Saudi Arabia placement. Luckily he was hired and employed with Saudi Consolidated Electric Co. (SCECO) in the Eastern Province of Saudi Arabia. He arrived in Saudi Arabia on December 12, 1979 and was assigned to Al-Hassa Operating Area (HOA) as Construction Engineer in-charge for the underground construction of low voltage system. Activities involved supervision of trenching, cable laying, cable splicing and terminations and commissioning. It includes also augmentation of existing underground facilities and installation of revenue metering equipment.

In March 1982 he was relocated to Abqaiq, Saudi Arabia as Area Construction Engineer, Construction Division, HOA. Responsibilities include installation of underground cables both for low voltage and high voltage underground distribution system, 13.8/7.9 kV. Activities were installation of pad-mounted transformers; ring main unit switches, cable splicing and termination, high potential testing and commissioning as well as installation of revenue metering equipment. He was also in-charge for the overhead construction of distribution line, 13.8/7.9 kV system in remote villages along with the installation of single or three phase banks transformers and disconnecting means.

In 1990, SCECO-East made an internal re-organization to streamline line management functions and to further improve the quality of services rendered and offered to its consumers. As a result of the re-organization, he was transferred or re-aligned to be with the Office of the Division Manager as his technical assistant, planning analyst & coordinator.

His responsibilities include the planning and budgeting exercises for the Division pertaining to labor, materials and invoices as part of the operational expenditures. He was tasked by the Division Head to take care of the Manpower Development especially the newly hired college graduates’ employees who are groomed to replace the expatriates as part of the Saudization plan of the Company. While in Saudi Arabia, he was co-founding chairman in March 1996 of the Institute of Integrated Electrical Engineers of the Philippines, Eastern Region Chapter, Saudi Arabia (IIEE ERCSA).

In 1998 he was elected Chapter President of IIEE ERCSA. As President, he was a recipient of an “IIEE Most Outstanding Overseas Chapter, 1998” due to his numerous achievement for the welfare of his brothers in the profession and the promotion of the industry. Before leaving as President in 1998 he personally initiated the request to the Professional Regulation Commission (PRC) thru the National Office of the IIEE the holding of a Board Examination in Al-Khobar, Saudi Arabia. With God’s blessings in December 1999, PRC was authorized by the Office of the Republic of the Philippines to conduct the successful Electrical Engineering Board Examination in Al-Khobar, Saudi Arabia. At present a handful of foreign workers are left in the Company especially Engineers that PRC Commissioner Hermogenes P. Pobre called the last “Cream of the Crop”.

Being a Sibalenhon, he is very proud being one that today I can consider myself one of the “Cream of the Crop” otherwise he had been repatriated long ago. Dedication, honesty, perseverance and devotion to work are big factors that contributed to prolong my stay though really it is against his will. However, snail national economic growth and lack of good job opportunities, unreliable peace and order as well as his love of family have kept him to work hard and be chosen to be the last to leave the Kingdom and not on his own choice.

All of these efforts and sacrifices are because of his great love and care for his children’s future wherein four of them are now all successful professionals and three of them are with respective family to raise. He said only to his children he sincerely dedicate his life for them to be emulated as modest example and God fearing citizens of his beloved community and country.

Flos is blessed with five lovely daughters. His family resides at 6 Ligaya Pascual, B.F. Resort Village, Las Pinas, Philippines.
